Since its establishment in 2002, MUWRP has positioned itself as a leader in biomedical research in Uganda, pioneering efforts to combat some of the world's most deadly diseases. Our state-of-the-art research clinic conducts a wide range of clinical trials, including testing innovative vaccine candidates against HIV, Ebola Sudan, Marburg, and Schistosomiasis.
Administration & Operations

At MUWRP, our Administration & Operations section manages essential support services that keep day‑to‑day activities running smoothly. Its responsibilities include office and facilities logistics, fleet and transport management, sanitation and workplace safety, and coordination of meetings and institutional events.

Human Resource Management

 Our Human Resource Management (HRM) function oversees the recruitment, development, and retention of a competent and motivated workforce. It manages employee relations, performance management, training and professional development, compensation and benefits, and ensures compliance with labor laws, institutional policies, and donor requirements. HRMS supports staff wellbeing and organizational effectiveness, contributing to a productive work environment that enables MUWRP to effectively deliver high‑quality work.

Supply Chain Management

The Supply Chain Management Section is responsible for the efficient planning, procurement, storage, distribution, and inventory management of goods and services required to support research, clinical, laboratory, and administrative activities. The section ensures timely availability of quality supplies, compliance with donor and institutional procurement regulations, and effective asset management.

Technology Services

The Technology Support Section (TSS) delivers comprehensive IT services that enable research, clinical, laboratory, and administrative operations. It manages and secures MUWRP’s technology infrastructure, provides user and systems support, oversees hardware and software, ensures data systems reliability, and maintains cybersecurity and regulatory compliance. By working closely with program teams, TSS implements effective technology solutions that enhance efficiency, data integrity, and collaboration in support of MUWRP’s operations

Finance Management

At MUWRP, our Finance Section is the backbone of responsible financial management, accountability, and compliance across all research, clinical, surveillance, and administrative initiatives. As a vital component of the Administration Department, our finance team empowers MUWRP to deliver groundbreaking scientific research, innovative vaccine development, disease surveillance, and impactful public health interventions throughout Uganda.

We expertly manage complex, multi-year funding mechanisms from the U.S. Government, including cooperative agreements and cost-reimbursement contracts overseen by the U.S. Army Medical Research Acquisition Activity (USAMRAA) and other Department of Defense partners. These mechanisms operate under rigorous federal regulations, demanding robust internal controls, disciplined financial reporting, and continuous oversight—standards we uphold diligently.

Our Achievements in Funding Management

Our financial section has a longstanding reputation for managing substantial funding portfolios effectively. For example, under the PEPFAR cooperative agreement (2021–2026), MUWRP’s financial stewardship has facilitated a total award of USD 62.7 million, with over USD 53.7 million obligated and effectively managed by August 2025. Concurrently, our team oversees the Global Emerging Infections Surveillance (GEIS) programs, now in their fourth phase, with more than USD 6.7 million obligated to date. This exemplifies MUWRP’s proven capacity to manage large, diverse U.S. Government funding streams while maintaining full compliance with both federal and local regulations.

In addition, we have consistently undergone annual external audits with no major findings and have strengthened financial governance among our sub-grantees including district and community-based partners.

✔️ Budgeting, Planning, and Monitoring

We craft and oversee annual and multi-year budgets, monitor expenditures to ensure alignment with approved funding, and deliver timely financial insights—enabling informed decision-making at all levels.

✔️ Donor Reporting and Compliance

Our team prepares precise, compliant financial reports for U.S. Government funders—including Federal Financial Reports (SF-425), PEPFAR expenditure reports, and other donor-specific documentation—adhering strictly to federal regulations and agreement terms.

✔️ Grants, Contracts, and Subaward Management

We manage the financial aspects of grants, contracts, and subawards—handling budget revisions, burn-rate analysis, and financial oversight of district governments, faith-based organizations, NGOs, and community partners.

✔️ Payroll and Staff Effort Management

We coordinate payroll, fringe benefits, and staff effort allocations across multiple funding sources, ensuring accurate reporting in accordance with donor requirements.

✔️ Accounting, Cash Flow, and Internal Controls

Our team maintains precise accounting records, manages cash flow and treasury operations, and enforces strong internal controls to protect MUWRP’s assets and uphold financial integrity.

✔️ Audit Coordination and Risk Management

We facilitate external audits and U.S. Government financial reviews, promptly respond to audit findings, and continuously enhance financial controls and risk mitigation strategies.

✔️ Systems Strengthening and Digital Transformation

Leading the adoption of modern financial systems, including Microsoft Dynamics 365 Business Central, we promote efficiency, transparency, and real-time financial reporting.

We invest in strengthening the financial management capabilities of MUWRP staff, subgrantees, district partners, and collaborating institutions to ensure sustainable, high-quality financial practices.
