Biography

Mr. Cephas Birungi is a distinguished Advocate of the High Court with academic qualifications from Makerere University and postgraduate studies from the UK, Sri Lanka, and South Africa. His illustrious career at the Uganda Revenue Authority saw him lead the Income Tax Department’s Quality Assurance Section for six years and chair the East African Revenue Authorities Technical Committee’s Quality Assurance Committee. He also served as Deputy Commissioner of Domestic Direct Taxes and functioned as legal counsel in numerous cases before the Tax Appeals Tribunal. Currently, he applies his expertise as a member of the Uganda Law Society’s Investment Committee, maintaining his influential role in legal and fiscal matters at the national level.
As a renowned tax consultant, Mr. Birungi played a pivotal role in drafting Uganda’s Income Tax Act of 1997 and the Tax Appeals Tribunal Act. His extensive consultancy work spans local and international clients, including government ministries, the EAC, GIZ, IFC, and the World Bank. He has advised prominent companies such as Meera Investments, Warid Telecom, Tembo Steels, and Speke Hotels, as well as financial institutions like Crane Bank, Bank of Baroda, and DFCU Bank. His expertise also encompasses providing specialized tax advisory services to international law firms and organizations across various sectors, reflecting his broad legal and fiscal proficiency.
